After serving many years as an employee for both the Connecticut DEP and the Maryland MDE, Susan C. Kenney noticed the increasing need for professional hazardous waste management services in the environmental, industrial and commercial industries due to the rapidly evolving environmental regulations. Setting the Baltimore, MD area as the corporate headquarters, Ms. Kenney founded Bay Associates Environmental, Inc (BAE) in 1992, the same year as the passage of the Federal Facility Compliance Act of 1992 which required that all federal facilities comply with all RCRA solid and hazardous waste provisions and ensured Federal facility compliance with all Federal, State, interstate, and local solid and hazardous waste requirements. Since the formation of BAE, environmental regulations have been a continual sea change, and BAE has helped hundreds of clients navigate the rough waters.

 Following are brief summaries of our senior leadership.

Susan C. Kenney, CHMM - President Ms. Kenney has more than 30 years of experience working for both the private and governmental environmental sectors and has managed numerous, complex projects throughout the Northeast and Mid-Atlantic United States. She is a results-oriented, decisive leader with proven success and respect in the environmental services industry. She has successfully managed over 300 hazardous waste disposal projects containing millions of pounds of contaminated soil, debris, water, industrial wastes, and “unknown” wastes. Her unsurpassed, strategic relationships in the industry allows her to provide best value services to her clients. 


Donald A. Trego, QEP, CHMM – Senior Environmental Manager Mr. Trego is an award winning, qualified environmental professional with 25 years of experience. He is an accomplished project manager and subject matter expert, including expert witness testimony. He was a recipient of the National Groundwater Association’s (NGWA) Outstanding Groundwater Remediation Project Award and is an expert in conducting expedited and comprehensive site investigations, completing risk based corrective action programs, LUSTs, soil vapor intrusion/Indoor air studies, as well as the design, construction and operation of soil and groundwater remediation systems. He has managed numerous projects that involved media contaminated by chlorinated solvents, petroleum hydrocarbons, fuel oxygenates, non-aqueous phase liquids (NAPL), PCBs, 1,4-Dioxane, PFOAs, pesticides, herbicides, and metals. He has worked on a wide variety of projects throughout the United States, following many different regulatory programs, including due diligence investigations, hydraulic fracturing sites, pipeline leaks, surface spills, improper disposal, and underground storage tank releases. He has managed the investigation and remediation of numerous public and private water supplies impacted by methyl tertiary butyl ether (MTBE) and was the lead investigator for governmental research projects on innovative remedial technologies, the occurrence of MTBE in fuel oil, and a multi-county random study on the prevalence of MTBE in private potable wells. Mr. Trego has testified multiple times in trial court and depositions as an expert witness on environmental contamination and has provided support for numerous litigation cases.
